Negative externality
A cost that a transaction imposes on someone outside it, like factory smoke breathed by neighbours. Because the polluter does not pay it, the market makes too much, and a corrective tax equal to the outside cost restores the efficient quantity.
Also called: externality, spillover cost, Pigouvian tax
